The purpose of the emblem is to let others know that the wearer can't see well:

When a person is only partially blind, their use of a white cane is sometimes taken as fraudulent.

If a person requests "extra help" it is useful if it's understood that they are NOT ABLE to manage the task.

Some people with low vision have other disabilities which make it difficult to hold a cane. Unlike an ID cane, a wearable symbol frees ones hands, for things like carrying packages or babies, holding toddler’s hands, or operating a wheelchair or walker.

Some people with low vision have other conditions, like brain disorders or deafness, which make communicating difficult.

For those who feel vulnerable to criminals when carrying a white cane, the Checkered Eye pin is more discreet.
